Bruselas mantiene el objetivo estrat\u00e9gico de elevar el peso de la industria manufacturera hasta el 20 % del PIB en la pr\u00f3xima d\u00e9cada, frente al entorno del 14 % actual.<\/p>\n\n\n\n<p>El sector del autom\u00f3vil, pilar fundamental de la econom\u00eda europea, es la clave de esta normativa. Se pretende fomentar el crecimiento econ\u00f3mico y la creaci\u00f3n de empleo de alta cualificaci\u00f3n, al mismo tiempo que se instalan mecanismos de control y requisitos de producci\u00f3n local mucho m\u00e1s estrictos que los actuales. La idea es que el mercado \u00fanico seguir\u00e1 abierto, pero bajo condiciones que aseguren que <strong>el valor a\u00f1adido se quede en suelo europeo.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Requisito del 70 % de valor local<\/h2>\n\n\n\n<p>Uno de los puntos m\u00e1s importantes y con mayor impacto para los fabricantes extranjeros, especialmente los procedentes de China, es la introducci\u00f3n de\u00a0requisitos de contenido local\u00a0en la cadena de valor. Seg\u00fan la propuesta, para que los veh\u00edculos el\u00e9ctricos y sus tecnolog\u00edas asociadas puedan beneficiarse plenamente del acceso al mercado y de los esquemas de apoyo p\u00fablico, deber\u00e1n demostrar que al menos el 70 % del valor de sus componentes procede de Europa.<\/p>\n\n\n\n<p>Esta medida ataca directamente al modelo de las f\u00e1bricas situadas en suelo europeo que se limitan al ensamblaje final de kits de piezas producidos \u00edntegramente fuera de la Uni\u00f3n. Al establecer este requisito, la Comisi\u00f3n obliga a las marcas asi\u00e1ticas que quieran establecerse en la UE a trasladar a Europa una mayor parte de la cadena de suministro de alto valor a\u00f1adido, como la fabricaci\u00f3n de componentes clave para veh\u00edculos el\u00e9ctricos y bater\u00edas.<\/p>\n\n\n\n<p>Este requerimiento se aplicar\u00e1 de forma prioritaria al sector del autom\u00f3vil, el acero y las tecnolog\u00edas de cero emisiones netas. Aquellas empresas procedentes de pa\u00edses que concentren m\u00e1s del 40 % de la capacidad mundial en un sector estrat\u00e9gico, como las bater\u00edas para veh\u00edculos el\u00e9ctricos o las materias primas cr\u00edticas, y que pretendan realizar inversiones <strong>superiores a los\u00a0100 millones de euros\u00a0<\/strong>en la UE, deber\u00e1n cumplir con condiciones espec\u00edficas.<\/p>\n\n\n\n<p>Entre estas condiciones destaca la obligatoriedad de que al menos el&nbsp;<strong>50 % de la plantilla sean trabajadores de la Uni\u00f3n Europea<\/strong>. Adem\u00e1s, estas inversiones deber\u00e1n ir acompa\u00f1adas de una transferencia real de conocimiento y tecnolog\u00eda que impulse la innovaci\u00f3n dentro de los Estados miembros. De este modo, la UE intenta asegurar que la llegada de capital extranjero no sea meramente extractiva, sino que genere un ecosistema de crecimiento a largo plazo.<\/p>\n\n\n\n<p id=\"p-rc_491c4f392065c189-22\">Por otro lado, el\u00a0<strong>Industrial Accelerator Act<\/strong>\u00a0introduce el principio de\u00a0reciprocidad <strong>en la contrataci\u00f3n p\u00fablica<\/strong>.\u00a0La Uni\u00f3n Europea tratar\u00e1 de igual manera a las empresas de aquellos pa\u00edses que ofrezcan a las compa\u00f1\u00edas europeas un acceso equivalente a sus propios mercados.
