{"id":31916,"date":"2020-06-17T12:54:56","date_gmt":"2020-06-17T10:54:56","guid":{"rendered":"https:\/\/blogs.km77.com\/engendromecanico\/?p=31916"},"modified":"2021-03-31T19:46:33","modified_gmt":"2021-03-31T17:46:33","slug":"las-claves-del-plan-moves-ii-de-2020","status":"publish","type":"post","link":"https:\/\/www.km77.com\/revista\/engendro-mecanico\/las-claves-del-plan-moves-ii-de-2020\/","title":{"rendered":"Las claves del Plan MOVES II de 2020"},"content":{"rendered":"\n<p class=\"has-medium-font-size\"><strong>\u00bfCu\u00e1l es la finalidad del MOVES II?<\/strong><\/p>\n\n\n<p>El Ministerio para la Transici\u00f3n Ecol\u00f3gica ha publicado hoy, mi\u00e9rcoles 17 de junio de 2020, el plan MOVES II en el <a href=\"https:\/\/www.boe.es\/boe\/dias\/2020\/06\/17\/pdfs\/BOE-A-2020-6235.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">BOE<\/a>, el Programa de Incentivos a la Movilidad Eficiente y Sostenible, dotado de 100 millones de euros. Esta cuant\u00eda est\u00e1 destinada a <strong>apoyar la compra de veh\u00edculos de energ\u00edas alternativas, infraestructuras de recarga el\u00e9ctrica, la implantaci\u00f3n de pr\u00e9stamos de bicicletas el\u00e9ctricas y la implantaci\u00f3n de medidas para facilitar una movilidad sostenible<\/strong> a empleados y clientes en centros de trabajo.<\/p>\n\n\n<p>Seg\u00fan el gobierno, \u00abel Programa MOVES constituye una herramienta para hacer frente al incremento de emisiones de CO<sub>2<\/sub> (principal gas de efecto invernadero) promoviendo la reducci\u00f3n del consumo de combustibles f\u00f3siles en el transporte\u00bb. Es, b\u00e1sicamente, la misma finalidad que tuvo en 2016 el <a href=\"https:\/\/www.km77.com\/revista\/engendro-mecanico\/\/las-claves-del-plan-movea-de-2016\/\" target=\"_blank\" rel=\"noreferrer noopener\">Plan MOVEA<\/a>. La gesti\u00f3n corre a cargo de las Comunidades Aut\u00f3nomas, que deben realizar convocatorias para repartir los importes y pueden acceder personas f\u00edsicas, personas jur\u00eddicas, aut\u00f3nomos, comunidades de propietarios (principalmente para la instalaci\u00f3n de puntos de carga) y el sector p\u00fablico.<\/p>\n\n\n<figure class=\"wp-block-embed-youtube wp-block-embed is-type-video is-provider-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe title=\"Plan MOVES II: Nuevo plan de ayudas para favorecer la movilidad sostenible e impulsar la econom\u00eda\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/xnwE0e4hSXg?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n<p><\/p>\n\n\n<p class=\"has-medium-font-size\"><strong>\u00bfQu\u00e9 novedades tiene respecto al MOVES I?<\/strong><\/p>\n\n\n<p>Las dos principales novedades de este plan respecto al MOVES I, aprobado el 8 de marzo de 2019, es que <strong>el presupuesto es mucho mayor<\/strong> (en 2019 fue de 45 millones de euros) y <strong>desaparece la obligatoriedad de achatarrar un coche antiguo para acceder a la ayuda.<\/strong> Ese escollo impidi\u00f3 acogerse a empresas de renting a la ayuda, puesto que no ten\u00edan coches antiguos para dar de baja.<strong> Ahora es opcional<\/strong> y, en todo caso, entregar un veh\u00edculo viejo aumenta la cuant\u00eda de la ayuda. La antig\u00fcedad m\u00ednima del coche a achatarrar es de siete a\u00f1os.<\/p>\n\n\n<p>Otra novedad es que las comunidades y ciudades aut\u00f3nomas podr\u00e1n llevar a cabo inversiones directas con cargo al programa para, por ejemplo, instalar puntos de recarga en hospitales u otros edificios de su titularidad, o renovar sus flotas de veh\u00edculos y transporte p\u00fablico.<\/p>\n\n\n<p><\/p>\n\n\n<p class=\"has-medium-font-size\"><strong>\u00bfCu\u00e1l es el precio m\u00e1ximo del coche nuevo?<\/strong><\/p>\n\n\n<p>El l\u00edmite de precio de venta del veh\u00edculo nuevo es de <strong>45 000 euros<\/strong>. Estas ayudas son incompatibles con otras subvenciones o ayudas que provengan de otras administraciones y tengan la misma finalidad, como el <a href=\"https:\/\/www.km77.com\/revista\/engendro-mecanico\/\/programa-de-renovacion-del-parque\/\" target=\"_blank\" rel=\"noreferrer noopener\">Programa de renovaci\u00f3n del parque<\/a>.<\/p>\n\n\n<p>No obstante, llega a <strong>53.000 euros para veh\u00edculos el\u00e9ctricos de hasta 8 plazas<\/strong> (m\u00e1s conductor), en caso de que el beneficiario o destinatario \u00faltimo sea una administraci\u00f3n p\u00fablica o entidades o instituciones que se dediquen principalmente a prestar <strong>servicios sociales<\/strong> o sin \u00e1nimo de lucro reconocidas de utilidad p\u00fablica.<\/p>\n\n\n<p><\/p>\n\n\n<p class=\"has-medium-font-size\"><strong>Requisitos que debe cumplir el coche nuevo<\/strong><\/p>\n\n\n<p>En el caso de la ayuda a la compra de turismos (con hasta 8 asientos, adem\u00e1s del conductor), <strong>s\u00f3lo se admiten los veh\u00edculos tipo <a href=\"https:\/\/www.km77.com\/glosario\/hibrido-enchufable\" target=\"_blank\" rel=\"noreferrer noopener\">PHEV<\/a> (h\u00edbrido enchufable), EREV (el\u00e9ctrico de autonom\u00eda extendida), EV (el\u00e9ctrico) y de <a href=\"https:\/\/www.km77.com\/tecnica\/alternativas\/pila\/texto.asp\" target=\"_blank\" rel=\"noreferrer noopener\">pila combustible<\/a> (FCV,FCHV).<\/strong> Quedan por tanto excluidos los turismos h\u00edbridos no enchufables y los que emplean carburantes como el GNC o el GLP. Estos s\u00ed tienen cabida en las <a href=\"https:\/\/www.km77.com\/revista\/engendro-mecanico\/\/programa-de-renovacion-del-parque\/\" target=\"_blank\" rel=\"noreferrer noopener\">ayudas del Programa de renovaci\u00f3n del parque<\/a>. <a href=\"https:\/\/www.km77.com\/listados-tematicos\/coches-hibridos-enchufables-phev-precios-autonomia-y-bateria\" target=\"_blank\" rel=\"noreferrer noopener\">Listado de modelos h\u00edbridos enchufables<\/a> a la venta en Espa\u00f1a y <a href=\"https:\/\/www.km77.com\/listados-tematicos\/coches-electricos\" target=\"_blank\" rel=\"noreferrer noopener\">listado de modelos el\u00e9ctricos<\/a>.<\/p>\n\n\n<p>La m\u00ednima autonom\u00eda el\u00e9ctrica m\u00ednima que deben tener los h\u00edbridos enchufables para acogerse a la ayuda es de 30 kil\u00f3metros, aunque no les corresponda la <a href=\"https:\/\/www.km77.com\/glosario\/distintivo-medioambiental-dgt\" target=\"_blank\" rel=\"noreferrer noopener\">etiqueta medioambiental<\/a> CERO (para ello es necesario un alcance m\u00ednimo de 40 km). Los \u00fanicos modelos con autonom\u00eda entre 30 y 40 km a la venta actualmente en Espa\u00f1a tienen un precio muy superior a 45.000 euros.<\/p>\n\n\n<figure class=\"wp-block-gallery columns-2 class=\"has-medium-font-size\"><strong>\u00bfQu\u00e9 plazo tiene de vigencia?<\/strong><\/p>\n\n\n<p>Un a\u00f1o, a partir de la fecha de publicaci\u00f3n del extracto de las correspondientes convocatorias de cada comunidad aut\u00f3noma.<\/p>\n\n\n<p><\/p>\n\n\n<p class=\"has-medium-font-size\"><strong>\u00bfCu\u00e1l es el importe de las ayudas?<\/strong><\/p>\n\n\n<p>Para turismos el\u00e9ctricos, <strong>el importe m\u00ednimo es de 1900 euros y el m\u00e1ximo ser\u00e1 de hasta 4000 euros si no se entrega veh\u00edculo para achatarramiento y de 5500 si se entrega.<\/strong><\/p>\n\n\n<p><\/p>\n\n\n<p><\/p>\n\n\n<p class=\"has-medium-font-size\"><strong>\u00bfEs aplicable a veh\u00edculos matriculados?<\/strong><\/p>\n\n\n<p>S\u00ed, <strong>con hasta nueve meses de antig\u00fcedad<\/strong>, contada desde su primera matriculaci\u00f3n hasta la fecha de registro de la solicitud de ayuda, y cuya titularidad deber\u00e1 ostentarla el concesionario o punto de venta (es decir, no sirve en la venta de particular a particular).<\/p>\n\n\n<p><\/p>\n\n\n<p class=\"has-medium-font-size\"><strong>\u00bfCu\u00e1les son los requisitos que debe cumplir el coche viejo, en caso de que se entregue?<\/strong><\/p>\n\n\n<ul class=\"wp-block-list\"><li>Estar matriculado en Espa\u00f1a con anterioridad al <strong>1 de enero de 2013<\/strong>.<\/li><li>Debe tener la <strong>ITV vigente<\/strong> y ser de titularidad del beneficiario o de un familiar de primer grado durante al menos un a\u00f1o (as\u00ed se evita que el interesado entregue un coche viejo reci\u00e9n comprado al efecto).<\/li><li>El \u00faltimo recibo del Impuesto de Veh\u00edculos de Tracci\u00f3n Mec\u00e1nica debe estar abonado al menos desde 2019.<\/li><\/ul>\n\n\n<p><\/p>\n\n\n<p class=\"has-medium-font-size\"><strong>\u00bfEn qu\u00e9 casos hay ayudas adicionales?<\/strong><\/p>\n\n\n<p>Cuando los destinatarios \u00faltimos sean personas f\u00edsicas con <strong>discapacidad con movilidad reducida y veh\u00edculo adaptado<\/strong> o que se adapte para su conducci\u00f3n, siempre que la adaptaci\u00f3n conste en la ficha t\u00e9cnica del veh\u00edculo adquirido, se incrementar\u00e1 la cuant\u00eda de la ayuda en un importe de <strong>750 euros<\/strong>.<\/p>\n\n\n<p><\/p>\n\n\n<p class=\"has-medium-font-size\"><strong>Importe de la ayuda para compradores
