El transporte es un eslab\u00f3n determinante en la cadena de una econom\u00eda bien estructurada. Parece ser que almacenar, por el motivo que sea, es menos eficiente que distribuir frecuentemente de forma ordenada.<\/p>\n<p>En el a\u00f1o 96, durante una huelga de transportistas que oblig\u00f3 a parar varias cadenas de producci\u00f3n de fabricantes de coches, le pregunt\u00e9 en Radio Intereconom\u00eda a Honorio Pertejo, presidente de Sogedac, si situaciones as\u00ed no pon\u00edan en cuesti\u00f3n sistemas de producci\u00f3n como el &#8216;just in time&#8217;. Honorio Pertejo contest\u00f3:<\/p>\n<p>&#8211; Las decisiones no deben tomarse en funci\u00f3n de las excepciones.<\/p>\n<p>Est\u00e1 claro. Lo que se gana durante un periodo de buen funcionamiento no se pierde durante una huelga excepcional. Lo que se gana con una buena gesti\u00f3n para condiciones normales, permite pagar los gastos extras de situaciones excepcionales.  Esta reflexi\u00f3n de Honorio Pertejo durante aquella entrevista me ha sido muy \u00fatil para mis decisiones  posteriores.<\/p>\n<p>Que los transportistas sean el eslab\u00f3n fuerte de la cadena de un sistema eficiente no es problema mientras haya competencia en el sector y se pueda optar entre unos y otros. El problema surge cuando los transportistas se convierten en grupo de presi\u00f3n y luchan todos unidos, en acuerdos que desde alg\u00fan punto de vista atentan contra la libre competencia y por tanto habr\u00eda que estudiar su adaptaci\u00f3n a las normas de libre mercado.<\/p>\n<p>El derecho a la huelga est\u00e1 reconocido en nuestra Constituci\u00f3n. Pero se echa en falta una ley que regule con precisi\u00f3n este precepto constitucional. En la huelga que empieza hoy, una mayor\u00eda de los transportistas no defiende la huelga, pero la presencia de piquetes dificultar\u00e1 que ejerciten su voluntad de trabajar y negociar sin violencia.<\/p>\n<p>Recomiendo el comentario de Fernando Urbaneja, en 20 minutos. Lo he le\u00eddo esta ma\u00f1ana en el autob\u00fas mientras ven\u00eda trabajar.
